| At one time School District #23 employed a full time custodial supervisor. He had years of experience and was respected by custodians. Early in 1996 the district switched from this proven method to the Principal in each school being the on-site supervisor. The already overburdened Principals, for the most part, had no custodial experience and were given little or no training to supervise custodians effectively. The results have affected the health and safety of students. Out of a concern, a submission was made to the School District #23 Board of Trustees by Custodian Ken Fisher. Highlighted was the unsafe conditions he found at Westbank Elementary School in Westbank, British Columbia Canada, Principal Maeve Buckley & Vice Principal Al Lalonde. |

| On Nov 30/01 it was reported that the Worker's Compensation Board found that Rubadeau's SD #23 had an outdated health and safety policy & inadequate training records. WCB also found that Rubadeau's SD #23 lacked provisions for regular inspection of work methods and practices and that SD #23 did not have proper supervision of it's workers. The WCB findings confirmed Fisher's concerns that removal of the full time supervisor in an effort to cut costs and place that responsibility on inadequately trained school principals would adversly affect the health and safety of students and staff. |

| Principal Buckley submitted letters to School District 23 Board of Trustees that she knew for months contained her lies & false accusations about a support worker who blew the whistle on unsafe conditions that endangered young children at her school in Westbank. She hid job evaluations from the worker, downloaded more work on him despite the fact he was already cleaning an oversize area that she failed to reduce to regulation size, forced him to endure an illegal extension of his probation period & on the job bullying. She then conspired to set up the wrongful dismissal of the worker. |
