The WES Principal Maeve Buckley who is the on-site custodial supervisor failed to ensure that the mandated by law WHMIS Binder was kept uptodate & complete, endangering both students & staff should there be a chemical emergency. In fact the law allows a worker to leave work when the WHMIS Binder is in such a condition. |

| How wrong WES Principal Buckley was stating in effect that students could drink the cleaning chemicals without any adverse reaction. Her statement was the height of ignorance & irresponsibility endangering young children. Then she stated that she is much more concerned about students getting hurt falling off playground equipment. Fisher thought at the time why not be concerned about both. After the Oct 19/98 meeting, the custodian room filled with dangerous chemicals was found open & unlocked for 16 days despite the warning. Again Buckley was negligent regarding student safety. |
| Buckley is quoted as saying that the children would have to consume a lot of chemicals to harm them. |

| The kind of death that Buckly said was highly unlikely to happen. Well this could have been a young child at Westbank Elementary School. Buckley was playing Russian roulette with children's lives. |
